I think you are right, although she looks very elegant (beautiful dress) a hat would have made a huge difference. I don't think she needs a jacket, the weather in Spain is probably quite warm this time of the year. Today they celebrate 11 years of marriage. Congratulations!
Thumb down once more for Letizia : at least in official occasion she should try to be more formal . Looks like she just finished her job and got out her office .
Are you thinking she does not know how to behave after all these years? Here's another possibility. It's their anniversary. For a split second she looks him in the eye and wet's her lip. The camera catches it.
Wht Letizia doesn't wear hats? On this event it would be advisable and she could be more elegant. Where is jacket?

Letizia rarely wears hats. I am surprised she didn't wear pants as usually at military events, she wears slacks. Why I don't know.
